Nuclear Free Zone
The United States Government has made and is making repeated efforts to establish a nuclear
repository at Yucca Mountain in Southern Nevada. These efforts run in direct opposition to the will
of the citizens of the State of Nevada. In addition, these efforts blatantly ignore enormous geological
and environmental problems with the chosen repository site. Specifically, the chosen site rests on
at least 30 earthquake faults, in an area that demonstrates recent volcanic activity, and has a strong
potential for contamination of the aquifer with thallium and uranium leaks from the stored nuclear waste.
This aquifer is not localized, but is interconnected with the aquifers of over 70% of the State of Nevada,
including that which supplies the Republic of Molossia with its water.
It is the contention of the Government of the Republic of Molossia that the Government of the
United States is executing a flawed and dangerous policy in promulgating this site for the
long-term storage of nuclear waste. In addition, this government condemns the recent use of
the concept of patriotism and "homeland defense" to force this issue on the citizens of Nevada,
in defiance of their will. The Government of the Republic of Molossia deplores this project and the
shortsighted decision-making that has made this project a reality. It is the opinion of this
Government that storing nuclear waste at Yucca Mountain is an extremely bad idea, bordering on
criminal.
Effective immediately, the Republic of Molossia is declared a nuclear-free zone. This declaration is
made in protest to the United States Government's promulgation of Yucca Mountain as a nuclear repository,
and in protest of that government's ignorance of the will of the citizens of this region and of the
irreparable environmental damage this project will create.

The U.S.-Mexican War (1846-1848)
It is the stance of the Government of the Republic of Molossia that the U.S.-Mexican War (1846-1848) was a blatant act of aggression and imperialism on the part of the United States against the Mexican Nation. The Government of Molossia officially condemns the invasion and subjugation of the Mexican Nation, and the resultant annexation of 55% percent of its territory. We therefore do not recognise the legality of the occupation of the lands of ceded to the United States after the War, including those now part of the Republic of Molossia.
This policy, however, resignedly accepts the de facto authority the United States holds over this territory, and does not represent an active desire to oppose such authority in any way at this time.

Homosexual Rights
Discrimination against any individual in any manner on the grounds of sexual orientation is absolutely prohibited.
This prohibition extends to the Government of the Republic of Molossia, its agencies, any private organization or agency (to include religious institutions), and any and all private citizens. This prohibition includes but is not limited to: discrimination as regards marriage (Partnering), inheritance, jobs, justice and the redress of wrongs, education, and spiritual sustenance. Verbal discrimination, i.e. disparaging remarks, is equally forbidden.
Furthermore, no distinction will be made between homosexual relationships and heterosexual relationships. Both will be treated equally by the Government of the Republic of Molossia, its agencies, any private organization or agency (to include religious institutions), and any and all private citizens.

Religion and Political Activity
Religious institutions and the clergy, lay or professional, are prohibited from interfering in, participating in or expressing their views as regards political activities in the Republic of Molossia. This prohibition extends to private conversations between clergy, lay or professional, and the members of their churches, and includes a ban on non-verbal as well as verbal communications.

Pregnancy Termination and Assisted Suicide
The Government of the Republic of Molossia considers that the principle of self determination to extends to the individual, beyond that right normally accorded to a people as a group. This personal sovereignty includes the right to make rational decisions regarding an individual's own body, insofar as these decisions do not endanger others (such as wanting to blow oneself up in a crowded square). While this government does not officially condone pregnancy termination, it is forbidden to enact any law or decree restricting a woman's right to select such a method to terminate her pregnancy. This government will not restrict qualified physicians from performing pregnancy termination, nor will it tolerate any actions on the part of individuals or groups to block access to medical facilities performing pregnancy terminations, nor to harass individuals, organizations or medical personnel providing pregnancy termination services.
Furthermore, the Government of the Republic of Molossia extends the right of self determination to those individuals seeking physician-assisted suicide as a recourse to a terminal illness. This Government will not enact any law or decree restricting an individual's right to seek physician-assisted suicide services. This government will not restrict qualified physicians from performing physician-assisted suicide services, nor will it tolerate any actions on the part of individuals or groups to block access to medical facilities performing physician-assisted suicide services, nor to harass individuals, organizations or medical personnel providing physician-assisted suicide services.

Self-Determination and Diplomatic Recognition
Section A: It is the policy of the Republic of Molossia to support any nation or emerging nation in its quest for self-determination. Freedom, peace and prosperity are overriding goals for most human beings, and all mankind deserves the right to achieve these goals. The Republic of Molossia will therefore support and defend any nation's movement toward independence, and pledges all resources necessary to help their quest for freedom.
Section B: The Republic of Molossia is a sovereign, independent nation. It is not a role playing game (RPG), hobby, nor does it exist solely on the Internet for entertainment purposes. The Republic of Molossia will not grant recognition to nor enter into diplomatic relations with any national entity that is purely a hobby, role-playing game, fictitious experiment or exists solely on the Internet or any resemblance thereof. It will, however, accept and consider polite diplomatic overtures addressed to Molossia from other legitimate nations or entities actively pursuing sovereignty and independence, that seek the establishment of mutual recognition and diplomatic relations.
Only those national entities that actively pursue, or state a firm goal of, "real world" sovereignty and independence will be considered for possible recognition by the Republic of Molossia.
Additionally, it is the policy of the Republic of Molossia that
an independent nation, or a nation actively seeking independence, will establish and maintain an active Internet presence
for a period not less than 90 days, before such nation will be
considered for diplomatic recognition.
Furthermore, any request for diplomatic relations will be considered on a case-by-case basis, without exception.

Change of the Name of the Molossian Nation
The official title of the Molossian Nation is changed from "The People's Democratic Republic of Molossia" to the "Republic of Molossia".

Repudiation of Communist Ideology
The Government of Molossia officially renounces Marxism - Leninism as the official and only State Ideology. Henceforth all political philosophies will be equally tolerated in the Republic of Molossia. All Communist symbols will be removed from government institutions, and the Communist Party will cease to be the only authorized political party.

Declaration of Martial Law
Due to civil unrest, a State of Martial Law is proclaimed for the Republic of Molossia. Henceforth and until further notice, all executive, legislative and judicial powers will be exercised solely by His Excellency, The President. The National Assembly is suspended, public demonstrations are banned and free speech laws are suspended. This ordinance remains in effect indefinitely, and violators are subject to prosecution.

Residence Conditions for Foreigners and Citizenship Information
Any foreign visitor can stay in Molossia for a period of two weeks as a tourist. A foreign national is not allowed to take up employment or residence without a permit from the Aliens Registration Office and without having registered with this department.
Anyone wishing to stay in Molossia for more than two weeks, or to establish
residency or citizenship, must obtain a long-term residence visa. In order to obtain this visa,
the individual must apply to the Aliens Registration Office. Long-term residence visas are issued
for a maximum period of three months, at which time the individual must either
apply for permanent citizenship, or leave the country. Individuals cannot apply for
citizenship without first obtaining a long-term residence visa and then waiting for the three month
period to expire. During that period of time, the individual may apply and take the citizenship test.
Upon successful completion of this test, and the at the expiry of the
long-term residence visa, the individual will be issued a Certificate of Citizenship.
Visa and citizenship applications will be handled through the Aliens Registrations Office, Molossian Foreign Ministry.

Self-Determination and Diplomatic Recognition
Section A: It is the policy of the Republic of Molossia to support any nation or emerging nation in its quest for self-determination. Freedom, peace and prosperity are overriding goals for most human beings, and all mankind deserves the right to achieve these goals. The Republic of Molossia will therefore support and defend any nation's movement toward independence, and pledges all resources necessary to help their quest for freedom.
Section B: The Republic of Molossia will entertain applications for diplomatic recognition from any emerging or extant nation, or any group seeking independence. Territorial sovereignty is not an overriding concern in considering applications for diplomatic recognition. A principal concern, however, is longevity. It has been the experience of this nation that many groups will seek self-determination, and, having achieved some short-term goal other than independence, abandon or lose interest in the cause of independence. Therefore, it is henceforth the policy of the Republic of Molossia that a nation will establish and maintain an active Internet presence for a period not less than 90 days, before such nation will be considered for diplomatic recognition. Exceptions will be granted on a case-by-case basis.
